Constitutional laws could also be considered second order rule making or rules about making rules to exercise power. It governs the relationships between the judiciary, the legislature and also the chief with the bodies under its authority. One altogether the key tasks of constitutions within this context is to point hierarchies and relationships of power. As an example, during a unitary state, the constitution will authorize final authority in one central management legislature, and judiciary, though there's frequently a gathering of power or authority to local or municipal authorities. When a constitution provides a federal state, it would recognize the several levels of presidency synchronizing with limited or shared areas of domination over lawmaking, utilization and administration. Some federal states, most notably the us, have separate and parallel federal and state judiciaries, with each having its own hierarchy of courts with a supreme court for each state. Research in the area of fundamental rights has to deal with long-lasting controversies like the constitutionality of the death penalty. Bioethical regulation is another new field where constitutional positions tend to diverge rather than converge. Embryonic
stem cell research, therapeutic cloning, pre-implantation genetic diagnosis, and surrogate motherhood are examples from
biotechnology and reproductive medicine where constitutional scholars disagree about what, if anything, constitutional
law can contribute to provide a basis or limit for regulation.
