  Emergency management is the discipline of addressing and avoiding risks , especially those that have catastrophic consequences for communities, regions or countries as a whole. It's the dynamic process of prepare, mitigate, respond and recover from an emergency. Planning is not the only component though it is critical. Other important functions include training, conducting drills, testing equipment and coordinating activity with the community. Effective emergency management is based on the integration of emergency plans at all government and non-governmental levels, including individuals and community organizations. Preparation is an ongoing cycle of planning , managing, organizing, training, equipping, exercising, creating, monitoring, assessing and improving activities to ensure effective coordination and capacity building. The response includes mobilizing the emergency services and first responders that are needed. This is driven by the type and type of emergency and is likely to include a first wave of urgent core services. The recovery objective is to restore the area affected to its former state. In its focus it differs from the response; recovery efforts deal with issues and decisions that need to be made after immediate needs have been met. Recovery efforts deal primarily with actions involving the reconstruction of destroyed property. The aim of the recovery phase is to get the campus back to normal as soon as possible (as things had been before the emergency). Whether it's snow storms, floods or fires, the incident command and response teams have met this objective time and time again.
