Natural resources are difficult to define precisely, particularly within the context of international trade. most of the people have an intuitive idea of what
natural resources are, but “common sense” definitions can't be relied upon since they eventually run into problems when handling ambiguous cases. For instance , petroleum and wood are clearly natural resources, but it's less obvious how intermediate and final goods made up of these products should be classified.
All goods either embody
natural resources (e.g. automobiles contain iron ore) or require resources for his or her production (e.g. food crops require land and water to develop), so all products could possibly be delegated normal assets. Such a methodology would be coherently predictable yet in any case unenlightening. At another extreme, one could prefer to focus strictly on resources in their wild.However, even clear-cut samples of
natural resources would be difficult to classify intrinsically under this approach, since most resources require a minimum of some processing before they will be traded or consumed. No matter the selection of definition, the road of demarcation between
natural resources and other goods will always be somewhat arbitrary.
For the needs of this report we define
natural resources as “stocks of materials that exist within the natural
environment that are both scarce and economically useful in production or consumption, either in their raw state or after a minimal amount of processing”.
