administration within nations is practiced at the central, intermediate, and local levels. Indeed the relationships within a single nation between different levels of government are a growing
public administration problem. The development of highly qualified managerial, executive, or directive groups in most of the world has made
public administration a distinct occupation. Public administrative body is usually called the civil service.
