Public administration, Government reform enforcement. Public administration today is also perceived to have some responsibility for deciding government policies and services as well. In particular, it is the planning, organization, direction, coordination, and control of government operations. Public administration is a function of all countries, no matter what their political structure. Public administration within nations is practiced at the central, intermediate, and local levels. Indeed the relationships within a single nation between different levels of government are a growing public administration problem. The development of highly qualified managerial, executive, or directive groups in most of the world has made public administration a distinct occupation. Public administrative body is usually called the civil service.
