The Coastal Zone Management Act was passed in 1972 and is run by the NOAA. The act was passed in response to the public's concern for balanced preservation and development activities in coastal areas. It established a national policy to preserve, protect, develop, and restore or enhance coastal resources. it had been designed to assist states manage these competing demands and provided funding to states participating within the federal program.   The legislation emphasized the state leadership within the program, and allowed states to participate within the federal program by submitting their own coastal zone management proposals. the aim of those state programs, which are federally approved, is to extend protection of coastal areas while better managing development and government activities in the least levels.   The act established the Office of Coastal Zone Management (OCZM) in NOAA. Once the OCZM has approved a state program, agency activities within a coastal zone must be consistent “to the utmost extent practicable” with the program.
